Make the effect you want to have happen.
Make an item of the type ability
set the items ability to your ability.
other item stuff as per usual (actors etc.)
Edit: updated mini tutorial. Also this assumes you already know how to make items and abilities.
You can make inventory items cast abilities. Just saying.
