You should try GEditorUser's suggestion, I think it will be the best way to solve the problem. Get the effect that sets the casting time and duplicate it, give the new effect the casting time you want. Right now this new effect is useless, so go get the effect or whatever that links to the original effect. This one you are going to change so it links to a Switch type of effect so the link can go to the original one or the new one, depending on which unit type is casting it. For it to work you will need a validator to detect if the caster is your special unit.
Try to follow these steps and PM me whenever you get stuck.
@dragooness: Go Try using one of the alternative version used by Nova. I believe the main difference between this versions and the standard one is the casting time. If it doesn't work as you want, then go back to what you were trying.
