Turning on the Z-axis is normal unit rotation, you're talking about rotating around the X-axis. You can do it with sight operations like ezbeats said, but it's also possible through triggers by sending actor messages.
Through Triggers: http://forums.sc2mapster.com/development/map-development/902-rotating-units-around-x-or-y-axis/#p14 This allows for more dynamic rotations (like if you have a space sim). Sadly since I couldn't get up vector working, you can't rotate about the Y-axis.
Site operations do work, I can't explain how to use them however because I haven't really played with them.
