For your question...You can use 'set unit property' to modify xp and level...Maybe that could somehow work? I did a quick search around the triggers and didn't find anything that would set skill points- since the learn ability IS an ability, its not a unit value like hp or xp that you can modify ( I think). Maybe you could give each ability 5 levels that do nothing and the 6th level does something. So the effect is still the same. Or you could just make heroes level slower.
