The starcraft 2 editor gives you access to TONS more options. Once I learned how to use, I tried the WC3 editor again and I forgot how different it was. Use starcraft 2 for sure, you will appreciate all the options it gives you. If you dont know the editor well, try starting with something smaller? I have a link in my sig to a 5 part getting started tutorial, and I also made a noob's guide to making a DOTA map (find it in the tutorial section)
