The link is just a string used for grouping behaviours of the same power network together so you can have orthogonal power grids which cannot power each other.
Add more index values to the Actor: Visual Array field, it uses Splat type actors. It automatically idetnifies the index of the power behaviour.
Just add terms so that the lower level splats are destroyed by events. The higher level power stuff is known as 1+2+3 so logically the visuals for all levels will show.
