The charge ability itself is not targeted, it simply applies a behavior to the unit increasing its speed whenever the attack ability is used.
However, there's a very simple way to achieve the effect you want - edit the Charging behavior, under Damage Response set Location to Attacker, and set the Handled effect to an Apply Behavior effect that applies your stun behavior.
Use the Unit Uses Ability event and the Apply Behavior action. Mess around with it until you get what you are looking for, but I don't think this is the best way of getting the effect you are looking for...
Honestly I hate triggers it always takes me much longer to get it to work like that. But for some reason whenever I try to modify abilities to slightly change them to do something else like stun after a charge or change a medics heal to effect shields instead it never works. I'll try to take a screen shot of the behaviors maybe we can figure it out from there.
Have you tried editing Zealot - Charge(Apply Buff) under the Effects tab? Under Unit you can apply an effect to the Zealots target. Not sure if it will work though, as I havn't tested it. Trying to work past a dev wall of my own right now.
Alright I'll try that thanks for the help. Keep working on your own stuff if I'm being a bother. I tend to have more trouble then my maps end up being worth. I have an easier understanding of things if I can view other peoples works but no that blizzard has allowed people to lock their maps the few maps that I actually want to look at I can't.
I still can't get it to work but I can always come back to it I suppose. At this point I have 2 different behaviors and 3 different effects all targetting the unit and not the caster and it still isn't working. I'm sure it's some stupid minor thing that I missed. >.<
It's usually the smallest, most obvious thing. You will eventually realise it and want to hit yourself for not thinking of it before (That actually just happened to me xD). Sorry I couldn't be of any aid.
How would I get the charge ability to stun the target when I get to it?
I tried doing it by trigger and by the fungal spore effect but neither seem to work.

Ok thanks I'll try that now.
Yeah it's still not stunning them.
Is there any way to stun the unit as a trigger I don't think it will work as a passive effect from charge.
Pretty sure you could.

Going to see if I can fix it right now.

Meh it's alright it happens. Just very often to me >.> lol. Thanks for all the help that people are giving.
