Is it possible to make it so a unit does not automatically attack units that are in range and otherwise valid targets? You would have to either right click on the enemy unit to start the attack or use a trigger to do it (and another trigger to interrupt it if you move).
Something I tried, to make ghosts not auto-attack when idle:
Under Weapon - C10 Canister Rifle, in the behaviors field, you can uncheck "Can Initiate Attack"
What this does though, is remove the ghost's ability to attack at all, though you can bring up the attack crosshair with the attack command, it will give an error when you try to target a unit to attack with it.
A workaround might be to create a custom attack ability that functions similiarly to a normal attack but only when used.
It's much easier than you think - under the Unit properties for the unit, find "(None) Default Acquire Level". You want to set this to Passive or Defensive, depending on whether or not you'd like the unit to defend itself under fire. Most units are, understandably, set to Offensive by default.

I've been looking for the same thing.
