If you want to make an entirely new unit, which has nothing to do with the starcraft units at all, you will need to create a 3d model for this unit with a program like 3dsmax, then use plugins to convert this model in .m3 model files readable in Starcraft 2. You will need to record sound effects and save them in a format, which SC2 supports (like mp3 or wav). Also, you probably want to create some matching assets, like an icon, wireframe, textures for the model etc
Then you would import these assets to SC2 and put them together by using the data editor. As for how you do that, I suggest having a look at the tutorial's section.
Creating all this by yourself is a shitton of work, and depending on your experience and profession might be impossible. You can, however, use any of the ingame assets as substitutes; if you cannot make your own models, you can use existing ones, change their colors, attach them to each other to achieve a different look etc, if you cannot create sounds, you can use and modify existing ones as well, like changing the pitch or combining sounds from different sets.
I'd suggest starting with some basic data tutorials first, like how to create a duplicate of an existing unit or something.
You can browse existing models in the Cutscene editor. Dinosaurs might be a problem, there will most likely not many matching models, however have a look at the Karak, Ursadag and Scantipede critters, these come pretty close.
As in external models, which are publicly available, not many of these exist for now. No idea, if there are useable dinosaur models around.
