I would like to publish a map in all regions but am currently limited only to NA. If possible, I'd prefer to publish to other regions without relying on other people. If I buy another copy of the game, can i activate it for EU, for example? Can I do this on a single machine to "unlock" regions when publishing in the editor? Has anyone else done this successfully?
Yes, if you have multiple copys of the game, you can definitely activate separate games/accounts on other servers. There are people, who made it; not me, though.
Okay so I'm in my Battle.net account and it's saying I need to order another retail copy of the game. Is this what I should do (staying within the same battle.net account) or should I create separate battle.net accounts, one for each region?
An additional piece of info is that I just want digital downloads...I do not want to have to have anything shipped to me. I just need to buy activation codes so I can get access to different regions.
I would just make more bnet accounts. So just have then like JcraigkNA, JcraigkSEA, JcraigkEU, you get the idea. That is what I would do, if you really are willing to spend another $120 just to publish your map. But hey, I don't have money, but I guess some people do. I'm lucky to get a chipotle burrito. Usually I'm stuck with a $1 mini taco... Oh well.
Well I tried this and installed EU version on same machine that I have my NA game installed and it wouldn't work. I contacted Blizzard and they said this wasn't possible and that I should ask for a refund on my EU purchase. I sent them a nasty note about how stupid this is, but obviously they are not about to change this policy. So do I now need to install each game client on its own device/OS to get this to work? I'm not sure if http://forums.sc2mapster.com/development/editor-bugs-and-feedback/6780-info-changing-your-editors-region-server/ still works, but I know that simply buying new copies and trying to use multiple regions from same machine is not allowed by Blizzard policy.
Common sense mate, uninstall NA, install EU, activate EU, uninstall EU, install NA.
I have SEA/NA + EU ... I installed EU on another comp just to activate my character and then uninstall it, cause we all know you can't publish without a character. Even though I have SEA with the region changer I cannot change to EU, though my key is valid, it is limited to SEA/NA.
I have three registry files on my desktop, one for SEA, one for NA and one for EU. One click and it changes my registry to let me upload to any server, the bitch is activating your Character - they should allow you to activate it on their website.
So yes you will have to do the above, or give your email and pass to someone with EU for them to activate your character and then change the pass -_-.

A little feedback: I think your definition of "common sense" is different than most of the English speaking world. From http://dictionary.reference.com/browse/common+sense: "sound practical judgment that is independent of specialized knowledge, training, or the like; normal native intelligence." I believe just about anything posted on sc2mapster.com that is appropriate for this site is, by definition, specialized knowledge and therefore not fitting in the normal definition of that phrase. I appreciate the info you provide, but I don't appreciate the pretentious attitude you seem to convey in many of your posts.
I had this discussion with Sixen or Mozared, I forget whom. But think of Sc2mapster as a specalized site, which is above say the Battle.net forums, by being at such a website I would like to think that you have a little bit more knowledge than someone on the custom map forums at Battle.net, hence why I almost expect a little more from the community in my sense of tone, because I have great expectations for you guys to achieve great things.
Okay....I just think the best way to achieve great things is (1) by working together and sharing knowledge and (2) by building people up, not by insinuating that they are inferior. I don't mean to blow this out of proportion because I think overall you've shared a lot of knowledge I've found helpful and I thank you for that. Just maybe chill with the tone a bit plz ... we're all in this together and after all it's a game that we all enjoy :)

I think you need different accounts for different regions, although I'm not sure about that anymore :S.
Try contacting Blizzard, or test with a guest pass before buying.
you can't publish maps with a guest pass :(
