Darn...I was gunna try out my new web skills and try to make a program do just that. :p
But to be fair, they don't need to answer questions like this normally. Legal services are a lot less urgent or needed. And thier representatives are probably more focused on dealing with hacked or bugged games and all that.... Thought it would be nice if they had a better support system for these sorts of things. Best of luck though. I'd love to see this finished.
Actually, I noticed you said you invested thousands. Did you invest thousands of dollars on this BEFORE asking them if it's legal? I hope not :p
Your program does not interact with Starcraft two It simply Reads the format and relays that information for rankings right? If thats the case then their is nothing legally That they can do about it, I dont think.
What you really need is a very big polished project to back your platform. Gloop only succeeded because of Sotis, and Sotis is dying, a little more each day.
for even trying to contact blizzard for something that isn't even a third party program.

for bothering to make such a system that can easily be manipulated by players.
You'd have to figure out how to decrypt encrypted bank files on a large scale that can handle every map possible.
A lot of this would require some assistance from the respective maps authors. Maps banks can over-write each other as well even if they are not the same map since the banks don't have a unique name.
Unencrypted bank files are easily modified by players

Your best bet is to just run with it. Your not breaking any terms of service for just cataloging data that is stored locally on players computers.
But in the end the stats on your website would be utterly useless for the most part. The more useful the stats are the more reason people have to send your site junk info. Its a downward spiral.

I'm way dumb dude. Only person who has to live with it is me. I put equal faith in blizzard. I didn't just invest thousands into a single thing, I invested thousands of dollars in new software, new templates, investing in a dedicated server, etc. If you would like receipts please email me at LOL.

i'm Malpheus on skype and the more the merrier. we currently have alot of projects interested, more interest the better, this is supposed to be for everyone, input is absolutely cherished.
You're not insane, just naive. I'm surprised that you started this project in the first place. The writing has been on the wall for years now that the Blizzard of old is long gone.
I find their choices for "elite" are laughable at best. You have a map in decline that has not been top 5 for a long time and another that hasn't even been released. Yet they are treating these two teams as if they represent the mapping community at large.
I truly feel sorry for you. If there is anyway to redirect your investments elsewhere I recommend doing that ASAP.

I've always held Blizzard in high-regard having played their games since Warcraft 1, but this really is an eye-opener. Good luck trying to reason with them here, they've got themselves in a hole and will probably try to avoid the situation till it dies down.
At this point I don't care who knows. To me this is crap and I'd like a reality check if I'm just insane here.
