What are the runActions parameter actually there for? The only thing I can think of is for enabling/disabling triggers, but a trigger is never called if disabled, so that can't be it.
I could just be a good boy and add that if (!runActions) return true; in all my custom triggers, but I don't like adding code just because I don't know if it is needed.

Sometimes you might want to check a condition without performing the actions. Hard to use in GUI, stupid to use when scripting directly in Galaxy.
