I would like to know the process of importing music and then setting it to play at certain times?

You need your music file as a .wav or .ogg file (I don't know of others working).
Import your sound through the Import editor, then save the map.
Open the Data Editor and go to the Sounds tab, make a new Sound of type MUSIC.
In your new sound open the "Sound Asset" field and add your imported sound.
Save the map again.

You can then run the music via the Play Soundtrack action, for example:

Sound - Play Music YourAwesomeMusicFile (Any Soundtrack Index) for (All players) (with cue Any Cue) and Do Not make default
