Copying cliff heights from one spot to another works for any map, but not when I try to copy them into another map. Only the textures appear. I'm pretty sure this works, as I used to do it a couple of years ago, but I can't find any option (unless Blizzard removed this feature for some reason).
I'm talking about the terrain editor when you select an area and it turns green. Then you use Ctrl-C, Ctrl-V to copy&paste
Under edit, there is a section called "copy options", make sure that "include geometry" is checked off so it will copy both the textures and the cliff levels.
Make sure that in both maps this is checked off as well, if that does not work, then I am unsure, because I myself successfully moved some terrains over to another map yesterday.
One other thing that may be happening is different cliff types, you can only have two different cliff types in any map and if you attempt to paste one cliff type onto a map that does not actively have that cliff type then it may not paste the cliffs.
I tested a bit. I think it's because one map is a WoL map and the other is HotS. Otherwise they have the same unmodified tileset.
add: I'm getting closer to the problem. I'm getting this error: Unable to paste terrain cliffs: 'ZZZ Outdated Mar Sara Organic Cliffs' does not exist in this map's cliff set.
Now if there was a way to change the old cliffs into new ones...
add: Success!
First I created copies of each map, just to be sure that I wouldn't mess up anything permanently!
Then I changed all the dependancies of the old WoL map to HotS + a custom dependandcy that was also existent in the other HotS map. I had to delete all triggers.
The old map was HotS by then, but still had the old cliff textures. I could simply change that in the map textures settings.

I think I know exactly what your problem is,
