I found out to adjust the radar actor, so the radius of the white minimap line increases, but this change doesn't reflect exactly the range it is able to identify those little red blips. I think it is set somewhere in the tower's behavior, but I'm unable to find exactly where in the behavior this is edited. Thanks!
The Range actor is merely a visuals attachment. It is not linked to the radar range at all unlike ones that use a Search Area effect for determination. A few abilities use a dummy search area for calibration as that links to the map grid size. I advise trial and error with adjusting the size of the range actor until it corresponds to your radar.

Thanks for the advice. I am unsure how exactly to to adjust the size of the radar though; I want to expand the area that picks up the red blips. I can adjust the range of the "range" type actor under Actor: Range, I just can't do the other part of it.

He just told you. Look at the radar behavior effect and try to find a search area effect. it should be there.
I noticed some really severe framerate slowdown in my map when I increased the search effect too far (up over 50), just something to keep in mind.
Modify the Sensor Tower - Radar behavior, Behavior - Modification + -> Unit - tab -> Radar - field.
