Yeah. Placement Models are different than the normal one and are not affected by scaling the Actor. You'll need to find the Placement Model and adjust its scale directly so that it matches the Actor.
Not that you'll need to do it for the Photon Cannon, but if you want to take a building that isn't normally buildable (like something from the campaign) and turning it into one that is, they normally use their standard model for Placement as well. If you want to adjust the building's apparent size and have the placement model match that, the easiest thing to do is duplicate the standard model, rename it as "BuildingPlacement", adjust its scale and then designate it for use when placing.
For my TD, I have a rescaled Photon Cannon (to half size), but the placement model is still at full size. How can i fix it?
Reset the actor scale to 100% and set the model scale to 50%.
EDIT: Actually it's a separate model so leave the original actor alone and just set the placement model scale to 50%.
