Upgrades actually re-write the data for a specific player. Upgrades can't do what you want here (as far as I know), but you can "buff" a unit using a behavior. Create an ability with a very long prepare phase that applies the behavior, instead of making it an upgrade.

@zeldarules28: Go Or a Specialize type ability, better than a long prepare time, it can simulate an upgrade fairly well ;-)
To think before I popularized it, no one knew what the Specialize ability did.
