I'm trying to get a skybox functional but it seems a bit... down. Here's a screenshot to help illustrate my point. I can't seem to figure out how to make the skybox cover the entire background of the map.
You need a boarder around the map. Map edges are completely opaque and above the sky box. The boarder has to be thick enough that none of the map edge is visible.
Don't know if your map would be compatible with this kind of setup, but you can disable the fog plane under your map's Terrain Types which will completely remove the black mask on the map (units outside LOS are still hidden, there just wont be a black or grey mask over the map anymore).
I tried disabling it but still no luck. I'm starting to think it's something wrong with the model itself. I've tried substituting in Braxis/Port Zion and can see those skyboxes plainly but no luck with this one from HotS.
Ok somehow the scaling seems off. Is this a custom skybox? Thus being implemented as a model or an actor? There also sems to be some kind of lighting parallax problem in the lower middle.

Have you checked how the sky box is used in Heroes of the Storm. The data should be mostly 1:1 compatible with SC2.
Also do be aware that Heroes of the Storm and StarCraft II have recently started to diverge engines again. Heroes of the Storm added support for D3D11 for improved performance, something I think StarCraft II has yet to do. This also means that the graphic engine might have changed slightly, so some models might not appear like they do in Heroes of the Storm, at least for now.

I have a pretty sizable border as it stands... Does it need to be even larger?

It's a skybox ripped from Heroes of the Storm. It's being implemented as a model.
I would try implementing it as an actor and seeing how that pans out.
