Since the new patch I can no longer add charges to abilities.
I used to just use the vulture add a mine charge effect, copy paste them change them to the ability I want.
Then with a trigger add the effect to a unit, to add a charge.
Does anyone know how to add charges now, this doesn't seem to work anymore?

I was just about to make a topic about this. I have a Modify Unit effect that is supposed to add a charge of an ability that does not work as of 2.0.4. Blizzard should be notified.
