I haven't used it myself, but the Set effect type has a field called random. I assume this makes the effect take a random one of the effects rather then all of them. You might need to set Maximum count aswell
If this is right, you should be able to add the effect you want, and then 4 do nothing effects
yeah this works but isn't a really good solution, you can only add up to 8 effects so you can't get a chance of 0.15 e.g. so I am stuck with 1:7 so I have a chance of 0.142

The best way for this that I've found is using the Set effect. There should be a field called "Chance" or "(none) Chance". This would allow you to specify the chances of the set effect actually occurring accurately.
Edit (Response to the below post): Ah, I didn't notice every effect had one now, but they do work since I tested it before posting.
Part of 1.1's change was adding a chance variable to all effects, I think the range is 0-1, if its a real then I'd imagine that .20 would imply 20%. This is theory though, haven't tried it yet.

That's how chance works in the editor currently. (behavior buff, damage response has "chance")
I wanna create an effect that only happens 20% of the time when a skill is used.
How can I do that only with data? Or I'll need to use triggers?

didn't work for me don't know why, chance was still at 100% although I put 0.15 under Chance
I think I would implement it in triggers.. but you could use multiple set effects that are set to random to achive a chance under 1 out of 8

You have to start with necromance before you can get to boobromance.
With the latest patch all effects seem to have a proc chance on them.
Try setting the effect chance on your main effect for the ability to be .2
