I don't know if its a bug or not, I asked in Blizz forums but got no answer yet. The Load All command won't load uncommandable units, even though this type of unit is supported by the transport ability. I thought I could use an instant ability with an area of effect to issue an order to the target units, but which ability would they use? Move won't do the trick even though a unit enters a transport when the move ability targets a transport unit.
The only current way would be to use triggers to do so, or if you want, an easier way that I think may work although I'm not certain it works is to make it commandable, but remove all buttons and give the unit the move ability, and it would be uncommandable by the player because they need a button for it to work, but again, I'm uncertain wether it will work or not...
@DrSuperEvil: Go Yes, that's what I'm trying, but which order should I use? Move order doesnt do it.
Have you tried using the "smart command" (I think it's in the presets tab) on the unit that is supposed to go in the transport? Usually, ordering an uncommandable unit to move via triggers does work, so if it fails it may be related to something else (orders overridden, targets not found, etc...).
@ZealNaga: Go I know it works using triggers, but data is a bit more complicated lol. I can give orders to uncommandable units, I just can't make them enter the transport. If I order them to move to the caster unit (transport) they simply move and stay close to the caster, they follow the caster if the caster moves.
I just discovered that Redirect abilities wont work for uncommandable units as well. So a bunker can't redirect attacks for uncommandable units inside it. These are very specific cases, I don't know if those are intentional or not.

Could always try with an issue order effect to get the unit to load itself.
