I don't think the transparent extractor (and most other transparent buildings in fact) are actors already. They might be models (try searching placement). If they are models, you will have to make your own actor and set that actors model to the placement model.
All in the Art - Model (Placement) field of the Unit actor used.
An alternative would be to Create a Model actor on all possible targets that is created on cursor via a query region and only visible to the owning player (bit like the colossus tree burner).

Which actor is responsible for showing the placeholder model that appears while placing Built On units?
Example: I need the actor of the transparent Extractor that appears on a Geyser while deciding where to build the Extractor.

Well, I want to disable the transparent Extractor that appears. I still want the placement model to appear under the cursor.
