Sorry I figured out my problem was I didn't have it displaying right (one of the several disploay tabs wasn't selected: Combine Structure Values). But still would like to know how to make cloak not use up energy while its activated (took out the 25 to initate already).
The cloak using energy while activated is in the cloak's behavior tab, poke around there. When you're at the behavior, in the top right is a search box, type in 'energy' and find what you're looking for.
Behavior, Ghost - Cloak, remove the Has Energy | Can Spend Energy validators, then open the Modifications + tab, click the unit section, scroll down and find Vital Regeneration Bonus, remove the negative Energy. You MIGHT also have to change the timescale(just above the Vital Regen Bonus section) to 0, but I don't think so.

I am attempting to increase the energy cost of Snipe to 200, while making the cloak not cost any energy. How would I go about doing this?
