So, now that legacy of the void is out we can safely say that most BW units have a model, or at least a base to be completed (defiler). The 2 that do not are the Valkyrie and the Shuttle, but custom models with deaths are available for both of these. (Although the Valkyrie is an outdated design)
Therefore: The list of units (infantry, vehicles, creatures, machines, buildings, etc) that exist, but lack a model begins. I can do textures and icons/wireframes and Data sets of XML for the units, but not models.
Terran Infantry:
Confederate Police: These guys are lightly armed and armored, and would provide mapmakers with a urban fighting force that makes sense in surprise attacks, they are seen fighting zerg in Frontline, and are thus the likely first respondents of terran cities.

Pillager: Some sort of marauder/reaper hybrid, thinking heavily armed similar to the marauder with oversized thrusters on the back. Provide a challenging opponent in base-defense missions that has the mobility of reapers with the firepower of a marauder.

Thunderstrike firebat: Firebat or a SC! firebat with a jetpack. Provide mapmakers with a unique terran mercenary unit to use with reapers.
Wrangler: Low-tier psionic used to capture other psionics, often accompanied by mind-controlled zerglings. Provides a dedicated anti-psionic unit or a dedicated tracking unit to mapmakers, could have a hive mind emulator to mind-control zerg units on the move.

Mobile artillery: The vehicle in the SC1 cinematic that destroys the damaged dragoon. Gives mapmakers the ability to have a unit that could challenge siege tanks, doing high damage with a long range and big minimal range.

Gun truck: A flatbed truck with an auto turret on the back, seen as wrecked units in doodads, the number of timed wrecked ones appear it is likely that they are common. (could be done with attachments)

Battle-bot: A medium-sized bipedal mechanised unit armed with autoguns, gives mapmakers cool function as a security unit or a soldier in a hostile environment.
